What is the ruling of a person who does not pray?

A man asked Sheikh Mohammed al-Ghazali:

“What is the ruling of a person who does not pray?”

He replied: 

حكمه أن تأخذه معك إلى المسجد 

“The ruling is that you take him with you to the masjid.”
